BACKGROUND INFORMATION

The National Federation of PBOs is a self-regulatory, nonpartisan organization, which is a successor to the National Council of NGOs. The National Federation of PBOs came into being after the signing into law of the FBO Act of 2013 by President William Ruto.

THE PUBLIC BENEFIT ORGANIZATIONS ACT, 2013 AN ACT of Parliament to provide for the establishment and operation of public benefit organizations; to provide for their registration; to establish an administrative and regulatory framework within which public benefit organizations can conduct their affairs and for connected purposes

The PBO Act replaced the NON-Government Organizations Co-ordination Act 1990. It introduced a comprehensive legal framework for the regulation of Pubic Benefits Organizations (PBOs) in Kenya.

The PBO Act has provided for transition into the new body that will replace the National Council of NGOs established by the now repealed NGO Co-ordination Act.

The mandates of the PBO Act are as follows-:

  • provide leadership on matters of interest to the sector and for the promotion of the sector generally;
  • promote self-regulation by the forums for self-regulation of public benefit organizations;
  • co-ordinate the self-regulation forums registered under the PBO Act;
  • monitor the performance of the self-regulation forums and advise the regulatory body, the Public Benefits Regulatory Authority, in the monitoring and enforcement of compliance by these forums and their respective public benefit organizations members with the provisions of this Act, the regulations and the general code of conduct and the codes of conduct adopted by the self-regulation forums;
  • advise the Authority generally on the development of the public benefit organizations sector;
  • facilitate the building of the capacity of non-governmental organizations for the enhancement of the effectiveness of these organizations;
  • render such advice to donors and the Authority on any issue relating to the sector.
The National Federation of PBOs Strives to:
  • Provide overall leadership to the NGO sector and civil society as a whole.
  • Champion the values of probity, transparency, accountability, justice and good governance.
  • Mandated to present all its members.
  • Enhance self-regulation to its members and the adherence to the rule of law.
  • Assist them to realize their potential in providing services that improve the social economic status of the Kenyan society in pursuit of sustainable development and a just and equitable society regardless of gender, race, nationality, religious or any other inclination.

Vision

Galvanizing development sector, strengthening of the voluntary sector, for promotion of organized civic action, and to promote collective civil society action, based on mutual understanding, respect and knowledge.

Mission

Provide proactive leadership in policy and national issues and work with government for enabling legislation and good governance.

Objectives of The National Federation of PBOs

  • To promote creation and maintenance of an enabling environment in order to effectively contribute to effectively and equitable sustainable development.
  • Provide forum and build effective network for promoting dialogue, collaboration, learning experiences and information.
  • Strengthen organizational, operational and conceptual properties of its constituents to enable effective and efficient independent operations.
  • To champion and defend the rights its constituency in all matters.
  • Influence public policy in relation to its constituency.
  • Create public awareness on its role and responsibilities.
  • To represent its constituency on local, international and national levels.

The membership is drawn from the registered NGOs in Kenya, both locally and internationally.

The Members are encouraged to file returns with The National Federation of PBOs, comply with necessary regulations and pay necessary annual subscriptions to the Membership Body.

The NGO council‘s coverage has been divided into 12 regions in Kenya divided as follows.
